add the following to /etc/default/grub:

for intel:

GRUB_CMDLINE_LINUX_DEFAULT="quiet ... intel_iommu=on"

for amd:

GRUB_CMDLINE_LINUX_DEFAULT="quiet ... amd_iommu=on"
